Aloha, My answers to your inquiry are as follows:

1. Could you provide your general stance on the 2nd Amendment?

I am a strong defender of the second amendment t the United States constitution. I am a certified Combat Pistol instructor and served as a Scout Sniper Platoon Commander while on active duty.

2. Do you feel there are limits to the 2nd Amendment?

Yes, there are definately limits to the second amendment. Allowing firearms in to the hands of irresponsible citizens, especially criminals is not acceptable. We must ensure that permits are only issued to law abiding citizens.

3. Do you believe that law-abiding Honolulu residents should be have the right to(choose one):

a. Shall-issue conceal carry permits
Shall-issue = all citizens who pass background check and mental health check will be issued permits.

Yes

b. May-issue concealed carry
May-issue(current law) = citizens are issued permits based on discretion of government officials.

Yes

c. Law-abiding Honolulu residents should not be able to carry concealed under any circumstance.

Absolutely not.

4. Do you believe the 10-round pistol magazine restriction should be repealed?

Yes

5. Do you believe the Koko Head Shooting complex should be improved? If yes, how will you work to improve the Koko Head Shooting Complex?

Yes.

The koko head shooting complex should be improved to provide a more user friendly and dynamic option for our citizens. It is incumbent upon our elected officials to provide a safe and secure environment for recreational and training purposes.

1. Could you provide your general stance on the 2nd Amendment?

I am ex military as was my dad and grandfather. If you were to go way way back on my Mom's side my grandfather was a Signer of the Declaration of Independence. He was the governor of Virginia and fought the British. His name was Thomas Nelson. I am a total believer in the right of citizens to bear arms.

2. Do you feel there are limits to the 2nd Amendment?

Yes there are limits. Heavy ordinance has never been constitutionally protected but the right to bear arms does protect ordinary small arms, handguns, rifles, shotguns, and semi-automatic "assault weapons".

3. Do you believe that law-abiding Honolulu residents should be have the right to(choose one):

a. Shall-issue conceal carry permits
Shall-issue = all citizens who pass background check and mental health check will be issued permits.

a=shall issue

b. May-issue concealed carry
May-issue(current law) = citizens are issued permits based on discretion of government officials.

c. Law-abiding Honolulu residents should not be able to carry concealed under any circumstance.

4. Do you believe the 10-round pistol magazine restriction should be repealed?

I did not know there was such a restriction but I see no reason for it.

5. Do you believe the Koko Head Shooting complex should be improved? If yes, how will you work to improve the Koko Head Shooting Complex?

I am not looking for the endorsement of any particular group and I have not used Koko Head Range in many years. However, if your group were to come forward with a common sense argument about conditions there and the money is available then I would support your.

I hope this answers your questions. I will look up your publication as I did not your group existed. I am glad you are out there protecting the 2nd Amendment. I learned to shoot when I was in the 9th grade or so. The 2nd Amendment is fundamental to our Nation. Mahalo for your work.

Regards,

Jim Quimby
